South Africa: Implementation of Security Manifest Documentation Fee

The implementation of the New Customs Act Programme (NCAP) came into effect on April 20, 2018, as South African authorities (SARS – South African Revenue Service) decided on the implementation of a new security initiative. The regulation requires all carriers to submit a list of Customs defined manifest data to South Africa Customs electronically 24 hours before load on the vessel that will enter Customs territory at the first port of discharge in South Africa.

This demand has had and will continue to have a considerable cost impact on ocean carriers. Hapag-Lloyd has thus decided to introduce a Security Manifest Documentation Fee (SMD)

  • USD 35 per Maritime Transport Document and
  • USD 35 for any amendment of data already filed

The charge is applicable from August 1, 2018 for all cargo to be discharged or transshipped in South Africa ports.
