Vietnam – New regulation for Imports

We would like to inform you that in accordance to the Circular No. 6689 dated November 23, 2018 and Circular no. 7126 dated December 4, 2018 issued by the Vietnam Customs, the Consignee TAX ID and HS code are required to reflect on both Bill of Lading and e-manifest submission to Vietnam Customs. If these two information are not available upon submitting Shipping Instruction to Hapag-Lloyd at Port of Loading, your cargo will not be loaded.

1. TAX ID

  • Tax ID of the Consignee shown in the Consignee field of the Bills of Lading
  • Or the Tax ID of the Notify Party if “To Order“ is shown in the Bills of Lading
  • Or Tax ID of the Ultimate Consignee if a Forwarder is shown in the Bills of Lading.

2. HS CODE

  • Must be inserted in cargo description in the Bills of Lading.
  • For shipments of waste paper and metal scrap, the HS code must have 8 digits.
  • For shipments of other commodities, the HS code must contain at least 4 digits.

This new regulation is effective immediately for waste paper and metal scrap shipments.
This new regulation will be effective from January 1, 2019 for all other commodities or cargo.
