USA - Canada Customs Requirements

POR/CCN Process for Canada (NDR, B13, CERS, A8A, SUM)

A POR/CCN is a requirement for Canada shipments.

Note: The U.S. Customs and Border Protection's Automated Export System (AES) report number is not a cargo control number or Proof of Report Number

  1. G7 Electronic Data Interchange (EDI) Export Reporting The POR is 17 digits long (e.g. RC1234 20070512345) and includes the following: a) the authorization ID, which is composed of two alphabetical and four numeric digits (e.g. RC1234); and 
    b) the form ID, which is composed of the year, month and five-digit sequential transaction number (e.g. 20070512345). 
  2. Form B13A, Export Declaration The CBSA-issued stamp, which may be manual or automated, provides proof that the export declaration was presented to the CBSA and that the goods were reported within the time frames stated in the Reporting of Exported Goods Regulations. The stamp consists of the year/month/day, time, port code and a unique six-digit reference number (e.g. 2007/05/17/13:00497123456).
  3. Summary reporting  The POR is the summary reporting ID number (e.g. SUM1234). This ID is unique to the exporter and does not change with each shipment. 
  4. In-transit cargo  The POR is the cargo control number that controlled the movement of the goods through Canada to the place of exit. (AKA A8A or Trucker In-Bond) MUST BE STAMPED BY CBSA 
  5. NDR-- “No Declaration Required” if goods are not subject to an export declaration. (e.g. NDR (2) ) *similar to NO EEI
  6. CERS (to replace CAED & manual B13a June 30, 2020) The POR is the CERS number and can be up to 25 digit long: Exporter Auth. ID. (AA1234) + YYYYMMDD + Sequential Number (sequential number starts from 1 up to a max of 11 digits)
    a) the authorization ID, which is composed of two alphabetical and four numeric digits (e.g. SC1234); and;
    b) Year, Month, Day (e.g YYYYMMDD); and the Sequential number (aka transaction number) starts from 1 up to a max of 11 digits (e.g. 01231456790).

AES 

AES- DO WE NEED IT? – 

  • Yes: This is a requirement for ALL export shipments.

“IT’S AN EMPTY I DON’T NEED AES” 

  • Yes ist required. There are several ways to file an AES depending on the shipment. The customer must file per their cargo and/or their cargo cost. We accept AES POST (AES OPT4), ITN (AES) & NO EEI (SED). We cannot tell the customer how they should file.

“I have a bond to use in place of AES”-

  • Bonds cannot be used in place of Export declaration, the customer does not have to file for an ITN but another form of declaration must be provided. The bond will be noted on the BL.

AES ITN can come in 3 ways – 

  1. AES POST (OPT 4)- Option 4 is available to approved exporters only. It allows the approved exporter to send a shipment without pre-departure notification to AES. Full post-departure information must be reported within ten working days from the date of exportation.   2. NO EEI- Formerly known as Shipper's Export Declaration (SED), (EEI) NO EEI,” means no electronic export information it needs to be filed when the value of the commodity classified under each individual Schedule B number is over $2,500 or if a validated export license is required to export the commodity. The exporter is responsible for preparing the EEI and the carrier files it with U.S. Customs and Border Protection (CBP) through the AES or AES Direct. NO EEI, The second, numerical part, refers to your exempted shipment's corresponding regulation. Example NO EEI 30.37

  3. ITN- The Internal Transaction Number (ITN) is the AES generated number assigned to a shipment confirming that the EEI was accepted and is on file in the AES. The ITN consists of the letters “AES” followed by the ITN: for example, “AES X20080930987654.”  If the customer needs any additional information they can find all on the CBP website: https://www.cbp.gov/ or https://www.census.gov
