Here's an update about ICS2 requirements for EU-bound shipments
In line with the European Union’s Import Control System 2 (ICS2), all cargo entering or transiting through the EU must comply with customs regulations. This applies to shipments discharging in the EU, as well as transshipments via European ports (e.g., Algeciras, Valencia, Rotterdam, etc.).
To ensure smooth customs clearance and avoid disruptions, please take note of the following mandatory data requirements. These must be submitted at the time of Shipping Instruction (SI) submission.
- Seller and Buyer information of the cargo for Direct discharge and not for Transshipment via EU port (If not available, we will consider the Shipper and Consignee as per Shipping Instruction as Seller and Buyer information and any misdeclaration cost / penalties would be on customer account).
- Valid EORI number (for EU Consignee and Notify parties. For parties outside of EU, this information is not required).
- HS Code (6-digit) for each commodity (If not available in Shipping Instruction, we will take the closest matching HS code and declare it to the customs).
- House Bill of Lading for NVOCC / Freight Forwarders (OR) Self-filing Declarant EORI Number (OR) MRN (Movement Reference Number) - One of them is mandatory and fail to provide this information, the container will be shut out and all the charges will be on customer account.
- All data must be complete and customs-compliant at least 48 hours before ETA (Estimated Time of Arrival of the Vessel) along with your Shipping Instruction.
- Shut out of containers at origin if mandatory data is not received in time with all necessary charges on customer account.
- Rejection by EU customs, resulting in delays, penalties, or container hold at transshipment ports.
- Misdeclaration or Missing declaration will lead to customs penalties and fines.
- Additional cost for amendments, re-manifesting, or customs fines may apply.
- Submit shipping instructions well in advance with all the information (Preferably use Hapag-Lloyd website to fill all the required information in the dedicated fields provided).
- If acting as a self-filer, ensure coordination with Hapag-Lloyd to share MRNs and declaration reference.
- Please make sure to validate the EORI number in the EU portal here (EORI number validation) to avoid misdeclaration and penalties later.
