Secure Chain (Vertrouwensketen)

The Secure Chain is the new, secure and reliable way to release and collect deepsea containers in the Port of Rotterdam. With the introduction of this widely supported initiative by authorities and the business community, the PIN code disappears from the collection process. In the Secure Chain, the authorisation to collect a container is digitally transferred from one logistics party to the next. The result is a closed logistics chain that solely comprises authorised parties.

Hapag-Lloyd is also participating in the Secure Chain. The implementation is currently in full swing.
Please note: Secure Container Release – SCR will continue to function as the underlying distribution platform, but as a customer you will work with Portbase’s services in daily practice for the Secure Chain. 

To facilitate the transition to Secure Chain, the First Release Party (FRP) must complete a one-time action in:

1. Portbase Port Community System (Cargo Controller or Cargo Release Manager), and
2. Secure Container Release

Once this is completed, containers will be fully released via the Secure Chain. 
 

Onboarding process for import releases via the Secure Chain

Existing customer of Hapag-Lloyd? Start from step 4 to connect with Secure Chain.

New customer of Hapag-Lloyd? Follow the steps below to get started with Secure Container Release and connect to Portbase for imports into Rotterdam.

Step 1: Request an invitation for Secure Container Release

Fill in the form below to request an invitation. You will receive an email from SCR to begin your onboarding process:

Step 2: Onboard your company

The email will contain a unique link to the online onboarding process. Your general SCR administrator account will be created, and the ID-wallet software (required for secure access) will be provisioned.

Once you've set your password, you’re ready to start using SCR.
Additional users can be added at: https://admin.securecontainerrelease.com/organization/users.

Step 3: Subscribe to Portbase or adapts existing service and inform your chain partners

  1. Subscribe to the Portbase service Cargo Controller or the basic service Cargo Release Manager. Read more about the differences between both services here. Through the service of your choice, you will next digitally receive the right to collect containers from us, which you will also pass on to the next link (to your forwarder, logistics service provider or directly to the inland operator). 
  2. Inform your next link in the chain about the Secure Chain:
    a. If another party (your forwarder or logistics service provider) handles the cargo on your behalf, it must subscribe to the Portbase service Cargo Controller or Cargo Release Manager (just like you). Ask your forwarder/logistics service provider to also notify the inland operator that your containers are being handled in the Secure Chain.
    b. All inland operators (truck, train, inland shipping) already make use of Portbase via the service Hinterland Container Notification. Your inland operator will automatically receive the authorisation forwarded by you (or by your forwarder/logistics service provider) to collect the container from the terminal in this service. Using this service, your inland operator next submits a pre-notification to the terminal. 

Step 4: Register customer code in Portbase

  1. Log into the service in Portbase and go to User Menu. Then select Manage data authorisations
  2. The screen will open with the tab Commercial Releases. Select the carrier, enter the customer reference and click Save.
    - Once you are invited by Hapag-Lloyd, the customer reference will be provided. 
  3. Hapag-Lloyd will receive a notification to review the verification request. As long as the customer code is in the status of Pending or Rejected, you cannot start using the Secure Chain.             

Step 5: Connect SCR with Portbase for all imports to Rotterdam

  1. Log in to SCR | Secure Container Release | Admin Area
  2. Go to Integrations (top right) and click on Click here to connect with Portbase.
  3. Select I want to manage my releases in Portbase, and not in SCR, then click Next.
  4. Choose I am a Release-To-Party and click Next.
  5. Enter your email address.
  6. Choose to automatically send releases to the Vertrouwensketen (Secure Chain).
  7. Click Confirm, and then Submit.

Important note: The functionality becomes active once SCR is connected with Portbase. That’s why we ask you to first register your customer code in Portbase before connecting SCR.

FAQ

For your reference, we have listed below a number of Frequently Asked Questions (FAQ's) concerning SCR:

You can subscribe to the Portbase service Cargo Controller or Cargo Release Manager via the Portbase website.
Please follow step 3 as described at the top of this FAQ.

Due to security reasons, you cannot register online for the Secure Container Release platform.
To register, you need to receive an invitation from either the shipping line or your client.

SCR will continue to operate as the underlying distribution platform that sends release rights for Rotterdam to Portbase. In practice, you will no longer actively work with SCR for Rotterdam releases, but it is still necessary to keep your account active.

Please also note that Portbase is only used for imports to Rotterdam. If you have imports to Antwerp, you will still need your SCR account to receive container releases.
