Here’s an update about IMDG Class 5 Import Requirements at Jebel Ali, UAE

To ensure the safe and compliant handling of IMDG Class 5 cargo at Jebel Ali Port (JEA), United Arab Emirates, and to help you avoid operational disruptions and significant financial penalties, please take note of the following mandatory requirements for import shipments:

Mandatory approvals and documentation

  • Dubai Ports Authority (DPA) NOC required
    A valid No Objection Certificate (NOC) issued by the Dubai Ports Authority (DPA) is strictly required for all IMDG Class 5 import containers.
    Please note that this requirement is separate from the standard Dangerous Goods Declaration (DGD) documentation submitted to Hapag-Lloyd.
  • SIRA / EHS compliance for restricted cargo
    Customers must verify whether their cargo appears on the list of hazardous chemicals that are banned or restricted.
    If applicable, a SIRA permit must be obtained to secure the mandatory Environment, Health and Safety (EHS) NOC. Without this permit, loading or discharge at Jebel Ali will not be permitted.

Port stay limitations

Storage of IMDG Class 5 containers at Jebel Ali Port is strictly limited:

  • Imports: Clearance under Direct Delivery must be completed within a maximum of 48 hours
  • Exports: Cargo must be shipped within 3 days of gating in
  • Transshipments: Storage in port may not exceed 7 days

Submission deadlines

All required approvals and NOCs must be submitted prior to the discharge cut-off time.

Failure to provide the DPA NOC by this deadline will result in the container being automatically converted to Remain On Board (ROB) status, and applicable additional charges will apply.

Exceptional approvals

If the permitted port stay is exceeded for any reason, an exceptional NOC must be obtained to avoid escalating penalties.
The cost for this exceptional approval is AED 3,200 per container.

Non-compliance penalties

Customers should be aware that penalties imposed by the EHS authority escalate rapidly:

  • First violation (after initial 48 hours): AED 10,020
  • Second violation: AED 20,020
  • Continued non-compliance: AED 50,020 or higher, subject to authority determination
