“No Manifest, No Load” requirement for export and transshipment cargo in Malaysia

In accordance with the requirements of Jabatan Kastam Diraja Malaysia (JKDM), the "No Manifest, No Load" requirement has been implemented with immediate effect for export shipments from Malaysia.

Under this requirement, containers must be covered by a valid and complete export manifest (K5) before they can be loaded onto a vessel.

To support timely manifest submission and avoid shipment delays, please submit complete and accurate Shipping Instructions (SI) according to the following timelines:

  • Export shipments from Malaysia: SI must be submitted at least 48 hours before the vessel's Estimated Time of Arrival (ETA) at the Malaysia port of loading.
  • Shipments transshipping via Malaysia: Information required for preparation of the transshipment manifest (K6) must be submitted at least 48 hours before the vessel's ETA at the Malaysia transshipment port.

Here’s what you need to know:

  • Containers with missing, incomplete, or late SI may not be included in the required manifest.
  • Containers not included in an approved manifest may not be permitted for loading by the port operator.
  • This may result in cargo being rolled to a subsequent vessel.
  • Any costs arising from such delays or rollover may be borne by the customer, where applicable.

Local port operators, including Westports, Northport, and Port of Tanjung Pelepas, are responsible for enforcing this requirement in accordance with JKDM regulations.

Until further notice, please ensure that complete and accurate SI is submitted at least 48 hours before vessel ETA. We will continue to monitor the implementation of this requirement and may review the SI cut-off timeline as operational experience develops.
