Permit Requirements for Transshipments via Tanjung Pelepas, Malaysia

With your cargo planning in mind, we would like to inform you of mandatory permit requirements for specific commodities transshipped via the Port of Tanjung Pelepas (MYTPP), Malaysia. To ensure smooth cargo handling and compliance with Malaysian regulations, please note that Police and Strategic Trade Act (STA) Permits are required for the commodities listed below.

  • DG - IMO Class 1
  • DG - Ammonium Nitrate (UN1486, UN1487, UN1488)
  • DG - Potassium Nitrate (UN1942, UN2067, UN2426, UN3375)
  • DG - Oxidizing Solid (UN1479 – if containing ‘Ammonium nitrate’ or ‘Potassium nitrate’)
  • DG - Nitrates, Inorganic (UN1477 – if containing ‘Ammonium nitrate’ or ‘Potassium nitrate’)
  • DG - Sodium Cyanide (UN1689 – for pharmaceutical use only)
  • DG - Potassium Cyanide (UN1680 – for pharmaceutical use only)
  • DG - Ammonium Perchlorate (UN1442)
  • DG - Guanidine Nitrate (UN1467)
  • Triethanolamine
  • Strategic items and technologies listed under the Strategic Trade Item List 2025
  • Arms and related materials
  • Goods intended for military use or consigned to air force facilities
  • Activities related to the development, handling, or delivery of weapons of mass destruction
  • Bearings (HS codes 848210, 848220, 848230, 848250 – only if linked to WMD-related activities)

The relevant permit(s) must be submitted at least 30 days before the vessel’s arrival at MYTPP. Transshipments without approved permits cannot be discharged at the port.

The following documents must be submitted to support the permit application:

  1. Dangerous Goods manifest / cargo details
  2. Bill of Lading or transport plan
  3. Commercial Invoice
  4. Packing List
  5. MSDS or technical specifications
  6. Authorization letter from the shipper to the carrier: here
  7. End-User Statement (EUS):  Download template
  • Must be on company letterhead and signed by the same person listed in the Authorization Letter
  • Only valid for one shipment
  • Quantity and value must exactly match the invoice and packing list
  • Prepare in advance along with other documentation
  • How to complete the EUS
