Update: UAE MPCI Filing Requirements – Mandatory HBL Declaration
Further to our previous customer communication regarding the UAE Maritime Pre-load Cargo Information (MPCI) program, we would like to share an important update.
Please note that MPCI Code declaration is mandatory for all shipments involving a House Bill of Lading (HBL).
To ensure smooth cargo loading and avoid any disruptions, kindly take note of the following:
What you need to do
- Use our Web Shipping Instruction (WSI) platform to:
- Indicate whether the shipment is Direct B/L or HBL
- Provide the MPCI Party ID of the HBL filing party
- Submit all required details before the Shipping Instruction cut-off
Key requirements
- MPCI Code is required only for HBL shipments
(For Direct B/L, Hapag-Lloyd will use its MPCI code: HLCSL00) - NAIC filing follows the Shipping Instruction cut-off at origin
- HBL filing parties must register on the NAIC portal to obtain an MPCI Party ID
Important notes
- This requirement applies to all shipments arriving in the UAE from June 30, 2026
- Late or incorrect submissions remain the customer’s responsibility, including any penalties
- Non-compliance may result in:
- Cargo being placed on hold
- “Do Not Load” (DNL) status
- Regulatory penalties
- For FROB and transshipment shipments via UAE, HBL filing by the customer is not required, as the shipping line will perform the filing
