Update: UAE MPCI Filing Requirements – Mandatory HBL Declaration

Further to our previous customer communication regarding the UAE Maritime Pre-load Cargo Information (MPCI) program, we would like to share an important update.

Please note that MPCI Code declaration is mandatory for all shipments involving a House Bill of Lading (HBL).

To ensure smooth cargo loading and avoid any disruptions, kindly take note of the following:

What you need to do

Use our Web Shipping Instruction (WSI) platform to:
- Indicate whether the shipment is Direct B/L or HBL
- Provide the MPCI Party ID of the HBL filing party

Key requirements

MPCI Code is required only for HBL shipments
(For Direct B/L, Hapag-Lloyd will use its MPCI code: HLCSL00)
NAIC filing follows the Shipping Instruction cut-off at origin
HBL filing parties must register on the NAIC portal to obtain an MPCI Party ID

Important notes

This requirement applies to all shipments arriving in the UAE from June 30, 2026
Late or incorrect submissions remain the customer’s responsibility, including any penalties
Non-compliance may result in:
- Cargo being placed on hold
- “Do Not Load” (DNL) status
- Regulatory penalties
For FROB and transshipment shipments via UAE, HBL filing by the customer is not required, as the shipping line will perform the filing
