Malaysia: New requirements for containers carrying vehicles at Port Kelang

Please note that Port Kelang Authority has introduced updated control requirements for containers carrying vehicles at Port Kelang.

Effective July 1, 2026, all affected containers must comply with the requirements of the International Maritime Dangerous Goods (IMDG) Code, 2024 Edition (Amendment 42-24), which has been mandatory at Port Kelang since January 1, 2026.

Containers carrying vehicles must be declared under the applicable Dangerous Goods UN number, where relevant, including:

• UN 3166 – Vehicle, flammable gas powered; Vehicle, flammable liquid powered; Vehicle, fuel cell, flammable gas powered; or Vehicle, fuel cell, flammable liquid powered
• UN 3171 – Battery-powered vehicle or battery-powered equipment
• UN 3556 – Vehicle, lithium ion battery powered
• UN 3557 – Vehicle, lithium metal battery powered
• UN 3558 – Vehicle, sodium ion battery powered

For shipments subject to Special Provision 961 (SP961) of the IMDG Code, a Letter of Indemnity must be submitted to Port Kelang Authority before cargo gate-in or vessel loading.

To avoid operational delays, please:

1. Confirm whether your cargo is subject to a vehicle-related Dangerous Goods classification.
2. Declare the correct UN number when submitting your booking or shipping instructions.
3. Submit the required Letter of Indemnity under SP961, where applicable, before cargo gate-in or vessel loading.
4. Ensure that all cargo documentation is complete and complies with Port Kelang Authority requirements.

Non-compliance may result in cargo delays, loading restrictions, additional checks or container inspections by the port authority.
